This study aimed to analyze the current situation and propose solutions to improve the quality of cadres and civil servants at the commune level in Tan Lac district, Hoa Binh province. The study conducted a survey of 130 representative respondents and utilized descriptive statistics., comparison and scoring and ranking methods for data analysis. The research results showed that the quality of cadres and civil servants at the commune level in Tan Lac district has met the current job requirements and was improving in all aspects. Basically, commune-level civil servants in Tan Lac district experienced professional qualifications. They possessed experience and understanding of the actual situation of the locality; spirit of solidarity and responsibility, acceptable working style, morality andlifestyle. However, there were still some commune-level civil servants who are still limited in terms of trained professional knowledge, problem solving skills and working attitude. Some solutions were proposed to improve the quality of cadres and civil servants at the commune level in Tan Lac district are as follows: Improving the quality of planning for cadres and civil servant development at the commune level; Renovating the recruitment of cadres and civil servants at the commune level; Strengthening the training and retraining of cadres and civil servants at the commune level; Completing the assessment of cadres and civil servants at the commune level; and Accelerating the implementation of solutions to create work motivation for cadres and civil servants at the commune level.
